OK, he's referring to repair of CRT based RPTV sets, which you don't have. Honestly if you don't realize that your set is a digital RPTV with a light engine vs. CRT then getting into the service menu and monkeying around is probably the last thing you ought to be doing.
You can get in to adjust your convergence right from the advanced menu on the TV. When you go in and adjust it you are adjusting red blue and green alignment in the light engine. It could be that it's just way off and the result is a blue bleed through at the bottom.
It's highly unlikely that it's overscan but you might be able to adjust it out via overscan, you will want to do a search in this thread of "overscan" and I believe someone has posted the service menu settings to change overscan.
Be aware that getting into the service menu at all is not a simple thing, and there is the possibility of messing your TV up even worse. You might simply want to call a local Sony service partner and have one of their guys come out and take a look at it to see if an adjustment can straighten it out or if it's a bigger problem like a failing PSU, bad light engine, bad system board, etc.
