Leviton and OnQ modules are not interchangable, as I found out to my dismay :)
As mentioned Leviton and CV modules will work in each's enclosure. CV tends to be a bit less expensive than Leviton, but they don't have the selection of componets that Leviton does. So, an answer to the original question, pick a vendor and stick with them for everything you need.
As to which vendor, it will depend on your needs and situation, like most things do. OnQ has things Leviton doesn't and vice versa. Leviton has a nice all in one punchdown/telephone module that OnQ doesn't. As mentioned, OnQ has an IP camera missing from L's lineup. I've used both in large installs, and prefer Leviton/CV to OnQ. Also, you can pick up Leviton at your local Home Depot if you need something same day.
