Basically, the cableco encrypts whatever the heck it likes (subject to a few half-hearted FCC limits) and, independently, some broadcasters have implemented the "broadcast flag" without any legal backing. Also independently, several companies (the "5" in "5C") put together a standard to protect content trafficked on firewire. Obviously, there's a common intent in all of these and therefore they do work in conjunction sometimes on some systems (e.g., Moto cable DVR boxes) but there's no "if A then B" causal relationship between them in general.
I don't see anything particularly suspicious in the system details. Googling "ZuluTcap.sys BSOD" gives me the idea that it's likely some sort of configuration problem though, which might be cured by changing PCI slots, reinstalling your video card driver, or ???
