The ringing is very apparent in that last image, but there is also slight ringing that can be seen throughout all 5 films.

Hey Cinemasquid, I think you might want to A) redo your screencaps from Star Trek and B) check your filters and settings on whatever program you're using to take them. As Amishfury said,there's some serious macroblocking going on, most notably on the 5th image. I took a quick glance at similar shots on my HD DVD copy of the episode and there was no blocking. Oh, and thanks for providing screencaps on such a regular basis.

Cinemasquid knows how to take screenshots They are really that blocky when paused, the HD DVD used AVC at slightly higher bitrates. Some players might do some additional processing so they might not be that bad in motion.

the HD DVD also didn't have the original versions without the updated effects

having both versions requires either lower bitrates or more discs to be used... obviously they went lower bitrate and i guess the slightly lower bitrate is slightly lower enough to make a noticable difference

Can also blame that stupid 24-bit 7.1 track. I would have preferred lossless mono...

I never doubted Cinemasquid`s ability, but I thought he might have updated his software or something and that messed with the shots. The thing is, I paused the HD-DVD version using mplayer, Powerdvd 7&8 and TMT3 and none showed blocking. I had hoped that I could replace my HD DVD version with the Blu since it had been getting great reviews, but I might not now. I realize it`s probably not noticeable in motion but I`ll still wait until the price gets closer to $50 (in Canada).

I thought about the same thing when I was taking them and I did in fact have to use an older SVN revision of mplayer (28311) since it was blowing up a newer build (29238). I have mplayer setup to use the ffvc1 codec from ffmpeg and they are all I-frames. It is not entirely outside the realm of possibility that it is not correctly decoding the VC-1 frames and introducing artifacts that are not there.

With that being said, it seems to me that they are fairly representative from some spot checking in PowerDVD and as eric.exe said it is not so noticeable in motion. If someone thinks these might be in error, however, please let me know and I'll pull them until I have a chance to dig deeper. I did swap out the 5th pic with a different frame, since it was a little worse than it needed to be. Here are the two different frames for comparison direct-linked to the full size PNG:
