Cable box...first command is missed (harmony related)

I have had a harmony remote for over 2 years so I am fairly comfortable with it but I have ran into an issue I haven't seen before.

I have a simple activity 'watch tv' that only has 2 devices, a viewsonic tv and a shaw general instruments cable box. When watching tv, the remote's volume butttons control the tv and the channel or other buttons go to the cable box.

Now the problem. Whenver I change the volume, the cable box consistantly ignores the first button press. I thought it may be the inter-device delays but I don't think so because the same thing happens if i wait 2 seconds or a minute before trying to change channels.

Does anyone have any idea what's happening?

edit:
Tv is a viewsonic 3752W, cable box is a general instruments dct2224 (although I think it's really a motorolla dct2224)

Have you tried the original remotes to rule the Harmony out of the equation? It's possible that the cable box is the actual problem.
