Yes, and No, and Yes, and well No.
Charter does NOT do clear QAM, so you won't get all the premium and all digital channels - however, your mileage will vary because when they enable a premium its for a segment of their network, so you will randomly receive some premium QAM channels. The old thread contains a list of all the free QAM (unencrypted) and a list of some of the "premiums" that have popped up at times. I'm sure someone will post a better/clearer response than me.
However - you might want to invest in an antenna before you worry about QAM because Charter doesn't have CBS or ABC HD channels - something I'm sure you'll want Feb. 4th around 5PM.
