Can a A/V Receiver do this...

...I know a receiver can have multiple audio zones, but can one also send video? My setup is that I have a outside tv and speakers that I would like to have multiple video sources sent to it. Currently it is an analog tv but my be upgrade to a HD in the future.

Can a receiver do this function?

Sure, some of them do. But usually it's just composite video, maybe s-video, and usually the video transcoding does not work on the zone 2 out (same as it doesn't work on the record out). So you have to have a composite video connection from your source along with the video connection you will use in the main zone. And this kind of thing is all about the details. Suggest you read the manuals for the prospective receivers to see exactly what they do.
