First, some new rec'rs announced at CES will have DPL II. With the exception of the Harman Kardon AVR 8000, one would be hard pressed to call any of then mega rec'rs.
As to the existing mega rec'rs, ie. Denon 5800, Onkyo 989, Integra 9.1 & B&K 305/7, it is less a question of can they be upgraded to DPL II, but will they be upgraded to DPL II. I believe all of these, whether through chip addition or software downloading are capable of being upgraded to DPL II.
To date, the only ones with DPL II upgrade plans are the Onkyo/Integra twins. A software upgrade for DTS ES Dis and DPL II will be available through O/I dealers/servicers for those who purchased from an authorized O/I dealer for a nominal fee (<$50) in Q1 or Q2 of this year.
Denon stated a few months ago that it did not plan a DPL II upgrade as the 5800 had DTS Neo. B&K has been looking into both the DTS ES Dis and DPL II issue for some months.
