Will 3:2 pulldown improve with a newer video card?

This is a question i have been pondering ever since i bought my new setup:

The intention is to playback heavy bitrate Any dvd rips.

I have the following HD codecs installed:

1- Pwr dvd 7
2- Nero Showtime
3- Core Avc
4- ffdshow

None of which have helped my problem(s)

Abit f190HD w/ integrated x1250 graphics(x1300 core)
2gb Adata ddr 800 running at 667 with tighter latency.
C2D @ 3ghz
Integrated audio
290gb of ide storage
Samsung LE4065F 1080p LCD display.

If i buy a new 8500/8600 nvidia card or a 2400/2600 ati card, will it improve the pull down and judder i receive playing back 24fps material at 50hz or 60hz?

My tvs 24hz mode does not do the best job eliminating judder(as it still alters the refresh rate).

i also see alot of tearing in games and movies, will it help with this also?

I understand ofc it will benefit my cpu also as it will take the stress off the decoding, will this also help me reduce the 'judder '..like many others..i took the 'judder' pill and now there is no turning back...

The thing is, im in a debate of getting one of these cards.
Initially i wanted to wait for a powerfull gaming card to be released with a UVD-as then i could play games at 1080p aswell, with one of the cards mentioned above, they wont cope with the latest games at that res.

On another note, my rips are in a usually MKV and TS formats, often i think this causes a problem with the Hardware Accel

The problem is that the issues you are seeing could be caused by any one of about ten different things, and a new video card may or may not fix those issues.

Judder is caused by converting 24fps film into another format that's not a multiple of 24fps. No video card is going to fix this unless it interpolates new frames (which none do).

Buy the new video card from somewhere with a good return policy. Then if it doesn't fix your problems you can take it back.
