Need help with setup plz (speakers though TV)

My girlfriend is trying to setup a home theater system for her parents. Pretty much what they want is surround sound to work when watching cable (Dish Network) and when watching movies on their DVD player. Right now surround sound only works on the DVD player (which is hooked up through the TV through HDMI). Speakers are plugged back into dvd player, dvd player is connected to TV via HDMI cable.

Question #1 Is there a way to get the setup to work like how they want it to?
Question #2 If there is no way, then what should they look for in a television in the future if they want such a setup to work?

For DD5.1 you will need a digital audio connection either from the sat box or from the TV(may or may not work) to the Home Theater/DVD player. The Phillips unit has an coaxial RCA digital audio input jack on the rear panel.

If you use the two analog (Red/White) audio out jacks on the TV you get stereo sound (which the HT box can process to faux surround, but will not get the DD5.1 audio from HD broadcasts.

I believe that the Panny will pass DD5.1 audio through to the HT box. If it does not and if the sat box has an optical rather than a coax digital audio out, there are optical (sometimes called Toslink) to digital coax converters.

The sat box is being used for the TV tuner so your digital connection should come from it and go to the input of the HTIB receiver/DVD player. Unless the 75U series TV has had pass-through feature added above the 60U series, it will only provide DD5.1 from the internal tuner and will not pass it from the sat box.

Also, unless they have a HD sat box or one of the upgraded non-HD sat boxes, it may not even have a digital output.

As trekguy mentioned, if the sat box does not have coaxial digital output, but does have an optical digital output, you'll have to get an optical to coaxial converter.

If no digital output, then you'll just have to stay with the analog L/R connections and use something like DPLII processing to get matrixed surround.
