The only indication is that there is an "Invite Friends" tab when you're in your party... see above pics...
But we don't know if that means "new" friends you make within CoD... or your PSN list... Some games have one or the other... some have both (I like when it is both considering the PSN 50 friend limit).
Also, we don't know if you can send messages to people not currently playing CoD4 (ie offline, in their XMB or on another game). Some games let you send messages out side of the game and then you can launch and join that invite... Others, the players need to be logged into that games servers to use messaging.
As for the Clan Tags... in the 360 beta, all it meant was a tag... there didn't seem to be a clan homepage where you could invite people or leave messages for your clan.. .assign ranks... anything like that... It looks like all they have is the ability to add a clan tag after you've leveled up a bit... But anyone could add any tag... so it isn't like having a connected clan within that game.
