This is dependent on each broadcaster, on how they get the signal out to their transmitter.
In the case that the analog is slightly ahead of the digital - my guess is that the station is sending 2 separate signals - one for analog, the other for their digital signals.
HOWEVER - nothing is preventing the station from sending only 1 Digital stream, then do the downconverting at the transmitter site. Capital Broadcasting here in Raleigh is taking this approach. You can tell because the analog signal is actually BEHIND the HDTV signal. And I'm NOT talking about the DBS retransmission either (which is behind both).
