needsuggestions for PVR/htpc

Hello everyone hope you can help us with some suggestions.
We want to easily and economically record some OTA daily. Probably most of it would be watched and deleted daily. Considering a Windows 7 mini pc with a USB tv tuner and possibly a small external hard drive that would sit on a shelf in the media console. A possible flaw is that the USB tuner will not get good reception being partially obstructed by the media console. Silicon Dust is one option but that adds a lot to the bottom line.
Anyone have experience with this setup?
Suggestions for an economical mini pc?

We have:
New LG 49"
Onkyo NR 626
Roku 3
5.1 surround
Sony DVD

get an nvidia shield so you dont have to deal with a pc, buy a refurbished hdhomerun for $50 from their site, get a Plex pass ($5 a month), install plex server on the shield and record stuff.
