VHS Tape - Horizontal Lines

I know there isn't a dedicated VHS forum, but people seem to post here for these types of questions (I apologize if this is the wrong area).

I am working on capturing some 25-30 year old home movies with WinDV using a JVC HR-S2901U VCR with my Canon HV30 camcorder via the DV to Firewire pass-through. The capture setup is fine and working as expected, but some of my tapes have horizontal lines that appear continuously throughout the video...you can see in the attached screenshot or in this 20 second clip here - https://www.dropbox.com/s/34rfiz6oxo...ample.mkv?dl=0. This is clearly a VCR/tape issue as the video output in the HV30 shows the same lines. I've cleaned all of the heads with rubbing alcohol within the VCR, which seemed to help with some of the noise in other tapes, but I can't seem to eliminate these wavy lines.

Is this something that's just part of the tape now or is there something else I can try? Any help would be appreciated. Thanks.

Maybe check the tracking adjustment on the VHS deck?

From what I can tell, the tracking is all automatic with this model as there is no dial or buttons explicitly for tracking.

On the remote control
1- Press SP/EP during playback to activate manual tracking.
2- Press CH Up/Down to adjust tracking.

Thanks for the replies, but unfortunately, manual tracking didn't seem to help. I did, however, do two different test captures of the same 30-60 seconds and am seeing similar lines during the same areas of playback. In the attached screenshots, 1A and 2A are from the same time, but two different capture attempts (same for 1B and 2B). It would appear that the wavy horizontal lines are somewhat consistent.
