That is incorrect. It is fair to say that most HDR content does not go above 4000, but it certainly can.

I think the misinformation, comes from Dolby documentation, related to FEL vs MEL.

You should be asking this over in the HCFR thread. The file you referenced is part of HCFR, not Ryan's patterns.
I entered values in the file as provided in the patterns. Unfortunately the WB controls on my TV are still not affecting the values reported in hcfr.
