Had this happen the other day as well. Switch your eARC from auto to off. Power down tv(hold power button for 5 sec), power back on, and then switch it back to auto again.
I was moving cables around and for some reason it stopped working. Switching from auto-off-auto got it working again.

I finally got it working.
My mistake was making some HDMI settings changes and forgetting to power cycle the AVR and TV.
After doing the power cycles this morning, after putting my settings back to where they were...thank goodness for having it all on an Excel spreadsheet and being a nerd...the TV still didn't send the audio signal to the AVR while watching an app on the TV (Netflix, Amazon, YouTube, etc). The TV speakers work just fine and aren't that bad either but nothing to the AVR...argh.
I was going through all the settings for the TV in the "Display & Sound" section but everything looked like it was correct so I was just turning settings on and off when I got to "Audio Output - Digital Audio Out and three choices - Auto 1, Auto 2 and PCM. I had been using PCM so I clicked on Auto 1 just to see what would happen and Shazam, audio is coming out of the system's speakers.
Not sure why but it is working...I'll take it.
