Voltage testing on Samsung un65hu9000f

My Samsung un65hu9000f television recently stopped working. I just replaced the sub-power board but the issue was not fixed. I decided to Break out my Fluke meter but I'm not sure where to test. I checked the ceramic fuse directly above where the power cord inserts but have NO VOLTAGE. Is it safe to say the fuse is blown? Any help will be greatly appreciated.

The fuse is probably blown, but why? As the sticky says:
