Some do, but probably not all. I certainly wouldn't just assume that any TV can run at 24 or 48 Hz unless it's written in the specs or manual.
Most current sets do, with the exception of some low-end Samsungs. 3/2 pulldown hasn't been a major issue for quite some time now.
