What are the actual specs on HDMI 1.3 cables? I know they are are specced to not lose more than X dB up to frequency Y Mhz -- but what are the values of X and Y?

Nope. I already knew about that. It doesn't actually talk anything about the loss rate. It says that Type A cables go to 340 MHz, but it doesn't say what that means -- how much loss is allowed while still being within that envelope?

You will need to download the HDMI specification from their webpage. I don't want to get into trouble for violating any agreements. The company I work for is an HDMI adopter.

Note that when you say HDMI goes to 340MHz, this is not the actual bandwidth of the signal on any single TMDS pair- this is the maximum pixel rate. The maximum NRZ bit rate is 3.4Gbps on each pair. So note that the cables will need to have decent bandwidth up to 1.7GHz (on each TMDS pair). I say decent because the HDMI 1.3 receivers are supposed to have some receive equalization to help boost back some of the losses incurred by the cable.

I think you can get the specs from the HDMI.org website without being an adopter.

You can sign up on the web site, but you actually have to sign up to get the specs. I was just wondering if this simple information was available somewhere non-sign-upped.
