I contact Samsung customer service regarding the new 2019 tv's and how to purchase using the upgrade program. After adding the tv I wanted to my cart, I didn't see the option to purchase via upgrade. So here is their response:

I see that you are unable to select an upgrade for the TV you are trying to purchase. I like to inform you that you can select an upgrade for the TVs. In order to do the upgrade for the TV, you need to select Samsung financing as the payment method to pace the order.
If you are still unable to find the upgrade option please clear cache and cookies by following the below steps:
Press Ctrl + Shift + Del
Check off Cookies and Cache
Click Clear Browsing Data or Delete
Close and reopen the browser
Place order again
