HTPC, keeps buffering in Kodi sometimes

Hi, dont know if this is the right place to post, I will try here first.

I have a HTPC with windows 8, running Kodi 17.4 latest.

Everything works fine, and I have diabled a few services in windows to get a stable/calm HTPC.
There is just one thing that bothers me, In kodi when Playing files sometimes, the video cache memory that buffers in front of the video, you can see a small amount of brighter bar infront of where the movies at, its by deafault only 20mb in Kodi..... Im trying to increase it with no luck..

Ive tried it 20 times, I know Im doing right as Im saving the "advencedsettings.xml" file the right way (making it in notepad and saving it as "all files"), and I puit in in the right folder (\kodi\userdata )

I only play files from harddrive, mostly iso, m2ts and mkv...
As I have a slow cpu and gpu (intel g1610+intel hd graphics) I think it would benifit from lager cahce, lets say 100mb instead of 20mb..

Any advice on how to increase the video cache.....

I can get it to work in my other htpc with windows 7m but only with playing M2TS files, never with iso files or .mpls files.
But in this HTPC with same kodi same settings I will not buffer extra, even with M2TS files... could it be related to Windows?
