HEVC doesn't work on some files, 1-2 frames displayed (MPC-HC, LAV, MadVR)

EDIT: It's actually only with certain files, I was mistaken, it didn't just stop working.

MadVR reports all queues are maxed out except present queue is 1-1/4, or if I turn off presenting in advance, backbuffer queue is 1-1/4. Dropped / delayed frames is 0. max stats for rendering and present times are ~10ms each and they change, even though nothing is presented...

I've tried turning off waiting for render queues to fill, DX11, exclusive mode, upgrading everything to the latest, same thing.

All files play fine directly through the TVs, but I want to add subtitles thus want to play from my machines.

Versions:

MPC-HC x64 1.7.13 and 1.7.11
LAV 0.70.2
MadVR 0.92.11 and 0.91.11 (or whatever was a few months older than 0.92.11)

Machines:

Main: Desktop, Windows 10, AMD 1600X, nvidia 1080 Ti
Secondary: Laptop, Windows 7, i7-4900MQ, nvidia K4100M

I'm pretty sure it is graphics driver related. HEVC mostly rely on graphics card for processing.

The decoder queue is full, so this suggests that the decoding of HEVC has already occurred. I've also tried disabling hardware acceleration in LAV, same result. I've tried reverting to older drivers as well.

Any other debug ideas?

EDIT: I have now found that it actually depends on the video file. Some HEVC files works fine, others do not (on machine #2 ). All files play fine directly through the TVs, but I want to add subtitles thus want to play from my machines.
