Cheapest 4K low profile single-wide no aux power video card?

Is there such a thing? I need a video card for watching 4K video (streaming & MKV's).
But the PC is a bedroom computer that I don't want to put a of money into.
And it's only capable of a single-wide, low-profile graphics card..
And it has a puny PSU. No molex power connector available to add power to the video card.

I'd like to stay under $100 if possible.
Will go up to $150 before I say "forget about this idea".

No gaming, only video and web surfing.
Windows 7 with an Intel I5 CPU (that has VGA output, no HDMI).

This will be my first/only 4k setup, so if I'm being stupid, feel free to let me know.
My main home theater setup utilizes a 1080P projector that's super nice and I'm not willing to upgrade it yet ($$$).

NVidia 1030 card. I have a ASUS GTX1030 card with 2 Gb memory I bought it new and is in its original box. It's half height silent/fanless. PM me I will sell it to you cheap. I upgraded to a 1050ti so I could get 4K Netflix that requires 4 Gb.

The AMD RX 550 4GT LP was the only card I could find.

I also discovered that Netflix 4k won't allow for Windows 7. It requires Win10. Bummer.
