Help understanding windows 10 hdr?

having a bit of a tough time understanding exactly what windows 10 does when set to, for example, 3840x2160, 60hz, hdr toggle on.

assuming i play a 1080p sdr 24hz video using potplayer, will windows try to upconvert the video and output it at 3840x2160, 60hz? or will windows output it 1920x1080 24hz rec709?

Windows video output has always been based on the player and/or display settings. HDR has nothing to do with what resolution your system will output video. Basic behavior for Windows is to output the video at the resolution configured for the display.
