Can't get HDR from HTPC to TV

Hi all,
What I want to do is get HDR to display on the TV from my HTPC. I have ripped UHD MKVs with HDR that I want to watch using VLC or Plex. I'm open to other software, but really not looking for more than that. Movies play in 2160 fine, just not HDR based on the TV INFO.

I can get 3840x2160 at up to 30Hz to work. I can't get 60Hz to work (black screen until it rolls back to 30Hz).

When I go to Windows 10 Settings, Display, and toggle on the Play HDR games and apps, my display is totally hosed. I have to boot into Safe Mode and roll back to a prior Windows Settings backup to get the display working again.

When I go into Windows HD Color Settings, under Display Capabilities the Stream HDR video shows No, but Play HDR games and apps is Yes, and Use WCG apps is Yes.

Not really sure what to use in nVidia control panel, but current settings are:
4K x 2K 3840 x 2160 (native) 30Hz refresh rate
Nvidia color settings
Desktop color depth - Highest (32-bit)
Output Color Depth - 10bpc
Output color format - YCbCr 422
Output dynamic range - Limited

Hardware setup is
HTPC -> Denon AVR S920W -> Vizio P75-C1

Windows 10 Pro 1909 build 18363.836
Sandy Bridge Core i5-2500K CPU
GTX 1650 Super SC GPU

What am I doing wrong, or am I hitting a software, hardware, cable limit? Thanks for any help!

I went down a bit of a rabbit hole instead with madVR and MPC-HC. Really with I could have just gotten VLC or Plex to play in HDR. But oh well. MPC-HC seems to work OK and I get the HDR10 notification on my TV screen...
