If everything is directly connected to the AVR, ARC is not an issue. Although, it is a good a idea to disable ARC/CEC functions on the devices.
Anyway, check all HDMI/video settings in the Arris box, AVR and TV.
Also, disconnect all HDMI cables from all devices. Unplug from wall power for a few minutes.
Reconnect HDMI from Arris box to AVR.
Reconnect HDMI from AVR to TV.
Do not reconnect anything to the PS4 yet.
Plug in TV, Arris box and AVR.
Power up devices one at a time.
Give it a whirl.
