This is in a house. The network room is in the business side.
How do I neat this up so at least we can install the drop ceiling grids to save electrical bill.

Looks like it was started with good/neat intentions, then the "next guy" came in and didn't follow anything, all downhill from there. Do you have an overall pic that shows the relation between the 2 points where the ladder rack attaches to the walls?
Remove the T-bar from the drop ceiling grid. For any wires that aren't following the main/velcro'd path down to the rack, I would see if there is slack to route the cables to the main bundle. If not, you'll need to remove the termination from the patch panel/wherever it goes and re-route. You may need to extend some cables with a "Consolidation Point;" 1 is allowed per run. You may find that some cables are not terminated to anything.
Cut out all those zip ties and replace with Velcro once you're done. Cut out the ceiling tiles where the main bundles come down.
