Yep...this has been going on since the update to tvOS 12.3 and the new TV app back in May. Very frustrating. It does flicker less if you watch via the iTunes Movies app (seems to do it only for about 5 seconds or so, then stops).
As a workaround, if you set the Apple TV to 4K SDR in video settings and turn off match range, that stops the flickering (of course we all want to watch our movies in HDR and Dolby Vision, so this isn’t a long-term fix, just something to get by for now).

Everyone that this is happening to...please call Apple customer support and file a bug report (if you have a developer account, use the Feedback Assistant tool as well).
I filed a bug report both via the phone and the Feedback Assistant (formerly Bug Reporter) about 7 weeks ago. Apple needs to know this is a problem if we want it fixed. The more people that provide feedback though official channels, the more attention it will get.
Having said all that, have any of the folks here running either the tvOS 12.4 or 13.0 betas seen this issue resolved with either of those updates?
