Plex / ATV / 4K Downconvert

If I'm ripping my 4K discs and storing them on plex, which piece in the line is doing the downconverting on a 1080 screen (panasonic plasma)

PMS
Plex clients are ATV 4K - receiver-Display TV

Combo does not work well
If I play my ripped non 4K movies, combo works as it should...

If I try to play a 4K ripped on my ATV4 via Plex-ATV4K-receiver-1920 Disply, I just get a spinning wheel while it downconverts and the ATV4 buffers

Plex client on 4K screens playing 4K file is just fine
It's only when it needs to downconvert on non 4K screens for the 4K file that seems to be the issue

Use infuse on the ATV as a Plex client and you won’t have that problem as infuse converts the video.

I think you're going to have bigger problems with the fact that your UHD disks are HDR and your panasonic plasma is not. So color space won't be right even if you downscale the video.

Video: JVC RS4500 135" screen in pure black room no light, htpc nvidia 1080ti.
Audio: Anthem mrx720 running 7.1.4, McIntosh MC-303, MC-152, B&W 802d3 LR, B&W HTM1D3 center, B&W 805d3 surround, B&W 702S2 rear, B&W 706s2 x 4 shelf mounted for atmos, 2 sub arrays both infinite baffle: 4x15 fi audio running on behringer ep4000 + 4x12 fi audio running on 2nd ep4000.

HDR to SDR and BT.2020 to BT.709 are handled by infuse and I believe Plex has gained the ability as well.

Still tinkering. h265 file with small bitrate - direct stream to ATV just fine
H265 with much larger bitrate.....spinning buffering wheel on ATV
