Witcher is @ 24hz that's why there is a problem with 23.976hz. Many new Netflix programs are 24hz. Older are 23.976.

What was that app that does manual switching for you?

I tried the beta version of nvidia app but it does nothing when I select it.

The is an app called 'refresh rate' in Google play store. you can set it up to auto change refresh rate as per source, so 23.976hz movies & 24hz movies play back in native.
Remember it's only need reed or Netflix not for Plex & Kodi as those apps do native refresh rate within as long as you have enabled it in the app settings.

A while back I looked into "refresh rate" and from what I saw it appears to be a real pain to setup and get going? Is it that bad to get it setup?

So one other suggestion that worked for me, is on my Sony TV I had the Cinemotion setting at High. Turning it to Low fixed the stutter, leaving the Shield at it's normal 59.xxx display setting.

The other option, as mentioned, is to manually set the Shield to 24Hz output but I don't want to keep toggling.

One another note,there is currently a problem with the Netflix app on Sheild 2019, where the video tends to go 'slow motion' or skip bits. This is an issue whether the refresh rate app is used or not, this needs to get fixed by Netflix. The sheild devs have responded that this problem has been registered.

It only takes a few minutes to setup. And then you can select what apps you want to use with it.

I have not run across this with Netflix. And I've watched around fifteen hours of Netflix with the Shield Pro using the refresh rate app. But I did run across this with the Amazon app. But once i turned off the refresh rate app with Amazon, the issue hasn't turned up.

I read several posts on the nvidia sheild forum, then watched the entire season of Witcher, it happened 3-4 times for me.
The refresh rate app is wonderful though.

I'm assuming i know the answer, but just wanting to throw this out there. Whenever I put the Shield on Dolby Vision 59.940 hz i get green pixelation all over the screen, but when i drop it down to dolby vision 23.976 the pixelation goes away. Is this possibly due to the HDMI cable not being able to support 4K HDR @ 60hz? I know the cable going from the shield to the receiver is a monoprice certified premium one that advertises it, but im not sure about the one that runs through the wall from the TV to the receiver. Might need to rerun that one. I wasn't sure if there was any other setting to look for to get rid of the green pixelation when using the 59.xxx hz setting.
side note, there is no pixelation when i do the HDR10 59.xxx setting

While it may me the cables, to rule out other factors could you share your TV model? Some televisions dont support DV at more than 23.976.

I find that app causes constant HDCP errors when I use it with NetFlix or Amazon Video. Nice software, but not without issues. nVidia needs to implement automatic rate changes into the OS like they did with color space matching.

No. There was a specific reason they listed for why it will never be automatic at the system level, due to a requirement of Google. I haven’t been able to find their comment now though. They have also said that the ability to set 3rd party launchers as the default has been permanently disable due to a Google requirement as well.

No, third party launchers for the Shield itself. You can still use them, but you can no longer set them to be used instead of the default system one. It’s a limitation of official Google certification. Google is no longer allowing it going forward. It is not an NVIDIA or Shield issue.

I believe the processor is the same as my A1E. So you're good there. Make sure you are using ports 2 or 3 and have 4k enhanced turned on for inputs.

Pretty sure their reason for not allowing auto refresh rate was Netflix and the issues that it brings with the previews. At least the quote that was posted here from them said as much.

Netflix Preview videos come in a variety of refresh rates, Auto Refresh changes would mean multiple hdmi re-syncs while browsing, I truly don't know how Apple TV handles this aspect. I believe they may be having their own custom launcher for Netflix.

The Netflix app on the Apple TV does not have that screen blanking/auto-refresh problem while scrolling through titles, it only changes the framerate once the title is selected and starts to play.

Oh ok! Xbox1X has the same problem as Shield it's 59.940 hz refresh rate. Does the Apple TV UI & UX look and work the same way as Shield?

Well then seems like leaning on Google, while fruitless, might be helpful. Dumb question, will a HTPC be just as problematic, or are there Media Center apps that will handle all this for you to give you a Shield or ATV4K like interface with more accuracy around frame rate and resolution matching?

The Netflix UI? Yes, they are very similar with the only major difference being that the Apple Netflix app stays at 60 Hz while scrolling titles/previews and the Shield Netflix app changes to the native frame rate on every title/preview.

Sheild Tv-pro 2018 Having trouble with a bunch of Hong Kong blu ray backups with HD audio. 'Ip man 3' showing up as dts hd 5.1 instead of DTS-X,
'Big brother' Tru-HD skipping and stuttering on Plex , MrMC also skips and stutters on the file. Both play flawlessly on Zappiti-one and Zidoo Z9s.
