No, not correct. With enough hours watching CNN even the 2019 WOLEDs can develope burn-in.

No, they have merely made it much harder to develop burn-in (impacting a smaller and smaller subset of the Premium TV-buying public).

No, LG's warranty specifically excludes burn-in (though they have been pretty goid about making effected customers whole through panel replacement, even if they have no obligation to do so).

2019 WOLEDs have better burn-in protection/mitigation than 2018 WOLEDs, which are better than 2017 WOLEDs, which are much better than 2016 WOLEDs which had no burn-in peotection/mitigation whatsoever...

I am certain that if you want to buy a TV guaranteed not to develop burn-in 'whatever you use' (meaning whatever you watch, including CNN for 10,000 hours), you should purchase an LED/LCD rather than a WOLED.
For the 99.99% of us who watch varied content and don't purchase a premium TV to watch thousands upon thousands of hours of tecsame news channel, burn-in is no longer a real-world concern, as you can see here:
