It would be nice, if you could measure some of those voltages, 15V, 17V and 380V.
I would also measure those smd brown capacitors for short.
Capacitors seem like are of good quality, but I would still measure the esr value.
Since there are some leds on, that means that the standby voltage is present and maybe others as well.

Did it click at all when you tried to turn it on?

Relays are also a common failure point on power supplies. I recently replaced a bad relay on a Marantz AVR.

If the capacitors test as good the relay is worth looking at.

It should be easy enough to desolder it and apply voltage to the field wires to test it. I have a variety of wall warts of different voltages depending on what i need. If you need a specific voltage then goodwill often has a rack of old wall warts for a couple buck each.
