Do I need a external amp?

I currently have 2 pairs of elac B6s, Elac C5 and a pair of A4s hooked up to Yamaha aventage 1070. I plan on upgrading to svs towers, center, elevation, and surround. Emotiva has the basx 5175 on closeout and I was gonna pick it up to future proof. Our current movie listening volume goes up to around -15 at the most

No, not likely.

If you played content closer to full "0 dB" and heard distortion on loud parts, moved to a much larger room and increased your seated distance, or if you switched to markedly less efficient speakers you might need more power. . . and in that case the Emotiva you mentioned probably wouldn't cut it because it is only a little more than what you currently own.

I agree with that. I would hear distortion running my RX-A3040 above -10 so I upgraded to an external amp and upgraded my speakers - now it is crystal clear at 0MV.
But it is virtually identical to before at anything below -10.
