My Onkyo 805 does this. I would be shocked if almost all companies didn't do this. Zone 2 is not like an A/B switch on older gear. They are separate sections that function independently. The one problem for many using Zone 2 or 3 is that they almost always must be a analog source. This can be problematic if all you components are connected via HDMI. Something to think about.
I have to select Zone 2 on the remote and then the remote controls only that portion of the AVR. I programmed my Fios remote for volume so I can control both volumes independently without having to push separate buttons.
