I just built a new htpc with the following yesterday:

ASus intel x38 chipset

Pentium e2160 Conroe 1.8ghz

8gb ddr3 1333

Ati radeon 5450

Win 7

For 1080p mkv content in mpc-hc it works great. No more than around 20 percent CPU utilization. However, when I try and play 1080p content it loads the CPU 100 percent with flash. I was under the impression that the newest version of Flash allowed the Gpu to do the majority of the decoding. Any tips or tricks to get this working?

It should. Do you have Flash 10.3 installed? The Flrelease notes say:

"AMD/ATI drivers

AMD/ATI hardware decoding of H.264 video in Flash Player 10.3 is supported on AMD/ATI products with UVD2 with the ATI Catalyst Software Suite, starting with version 9.11 for the ATI Radeon family of products, and driver release 8.68 for the ATI FirePro family of products. Supported GPUs include Radeon HD 4xxx and higher; Mobility Radeon HD 4xxx series and higher; Radeon HD 3xxx and higher; and FirePro V3750, FirePro V7750, FirePro V8700, and FirePro V8750 and higher."
