Aren't the limiter settings for power stage outputs, not mains voltage inputs?
P=V^2/R so 38^2/8= 180.5W for example.
Power is proportional to load voltage and impedance so it's easier to use voltage as the defined value rather than power because impedances vary wildly in a given speaker so it's easier to reference rather than power.
