My phone updated to Android 11 last night. I'm listening on my Jaybird Vista earbuds right now and the volume isn't as loud. I Googled and found results for Media Volume Limiter but apparently that no longer exists. Anyone know a way to bypass the new limit.. you know, for educational purposes?

I figured it out.
Disconnect Bluetooth. Go to System > Advanced > Developer options. Disable absolute volume.
