ATI HDTV Adapter (480i w/component video cables) -- Why can't I use 640x480 / 800x600

I bought the ATI HDTV dongle for use with my ATI Radeon 9700 Pro video card. The problem I'm having is that whenever I use 640x480 I'm getting massive overscan, and 800x600 is MUCH worse (I can barely see anything on the screen).

If I use PowerStrip to add the custom resolution of 640x432, everything works great and there is almost zero overscan. However, a lot of PC games only support standard resolutions of 640x480 and 800x600. This doesn't work for me because as I mentioned above, there is massive overscan.

Can I do anything to fix my problem? I've tried tweaking PowerStrip's 640x480 resolution, but when I change the frequency (?) from 30.0 to 28.0 (thus, shrinking the screen), my TV starts emitting a high pitched sound.

Depends on the game. Some games (UT2k4, Doom 3) let you set up custom resolutions by changing the *.ini file. Not all.
