Your best bet for a cheap, but functional, surround sound setup might be the "package deals" that are frequently offered by places like Best Buy here in the North America... I'm sure something similar exists over on the other side of the pond.
Basically a big retailer will bundle a receiver (Yamaha, typically) and a basic 5.1 or 7.1 surround setup (Harmon-Kardon or other bigbox brands) together for a lowish price, though even your $400 upper limit might be a *little* too low, if I remember the pricing I've seen.
