My Epson 6500ub is silent in my setup (in fact if I get right up next to it (1 foot), I can barely hear it). I run it in low lamp mode, but do have the iris on. I think it will be brighter than the Mits, and is well below you budget (with MIR, which included an extra lamp).

We have the projector on a shelf @ about 7.5 feet directly overhead.

Lots of options in that range....first off, have you seen any of the technologies before? LCD, DLP and LCOS all have different looks to them so worthwhile looking at before you jump in. Some of the most popular items are the Mitsu's you mention, Epson HC6500, Panasonic PTAE3000, BenQ W5000, etc... If you can go a tad higher you could get into a JVC RS10 which is the best of the bunch, but also the most expensive obviously.

I paid significantly less than $3500 for my Sony VPL-VW80, so that would be my recommendation. Unfortunately it is not available in the United States, and if it were it would retail for at least what the VPL-VW70 (which has less features) does, $8000 (I think).

thats the problem with lower priced projectors. Most of the shops sell and or show higher end units. I was just at Bestbuy and at their specialty area, they were showing a Sony and the Mitsubishi. I was impressed they were actually showing projectors
