Best Buy 2 pack question

I picked up a two pack of Scarface Anniversary Edition and The Fast and the Furious Tricked Out Edition. When I got home and opened them I noticed that both discs were missing the usual included books. Is this normal for these 2 packs?? Is that all they are skimping on or might there be more that makes them put discs like this into two packs for almost half the price that they sell for individually.
