It's going to be tough to find a Blu-ray retailer willing to offer free worldwide shipping these days. International shipping has gotten more and more expensive in recent years.

I was wondering if anyone encountered a website that offer a wide range of blu rays and offer a free or low shipping rate fee worldwide. I did a search online and found The Hut and WOWHD, WOWHD doesn't ship to my country and The Hut has a low range of blu rays.
Would appreciate a little help

The answer is NO. With exchanges rates I have found buying Blu-rays from Amazon.uk, Amazon,fr and Amazon.de very reasonable even when adding in the shipping.

Slight correction: Amazon deducts the UK VAT but if you live in one of the EU countries they apply the tax rate of said customer's country instead. As I live in Sweden I in fact pay slightly more for the same product than a UK customer would as our tax rates are higher by comparison.
