It looks like a decent bar. The bars people sell on craigslist near me are just awful. I would offer $900 and see if he bites. It's hard to turn down someone with hundred dollar bills in their hand. Email him and ask a couple questions, but throw in "are you flexible on price?" If they say yes look at it in person and make your offer. It's a lot harder to turn down someone face to face then via email or phone. You might even want to offer lower.

If you have the tools and skills, yes, Looks like $500-600 in materials (guess)

Not bad and has nice detail, but I'd still offer less than the asking price regardless of being firm.
