Im wondering if anyone can explain the 1992 Cable Act, and the recent "tier buy-through" which went into effect last month. Comcast is telling me I can't order HBO-HD without the "digital" programming package and the 12 other HBO-NTSC channels. Is this contrary to the new law? Why should I need compressed cable (aka digital cable) to get the real digital? Does the "digital cable" box feed the HD box with some kind of proprietary data format, or does the HD box demod/decode right off the cable by itself? Im wondering if anyone else has been able to get premium HD channels from Comcast or other companies without buying "digital" packages and signing up for other non-HD channels.

Does anyone know if the 1992 Cable Act applies to DBS?
