Yes. You just hook it up to your TV with its HDMI port. You could either invest in a USB IR receiver of use a smartphone app for IP control over WiFi. A gaming laptop isn't really needed either, just one that supports HDMI and HD audio would be a good start (any Intel i3 and up).
And if that laptop is an older, low powered one like mine, incapable of smooth 1080i, just use an extender. If it does have the horsepower for good video but only has VGA, that works too. My main HTPC is VGA only and works beautifully.
