A shop near my place is selling hdmi 1.3 at a cheaper price that 1.4 ethernet cables.

If i spend on 1.3, can it do 4k video?

No, since there are no such thing as 1.3 cables (or 1.4 ethernet cables). Of course there aren't any 4K sources either for the home market.
