Can anyone recommend both a capture card in the $100.00 or less category
i am interested in something that will allow me to view videos live while i am downloading them on my monitor.
And a video software with simple editing and the ability to change the format of the video to mp4 if the downloaded video is of a different format

If you can find an used Hauppauge Colossus card or Hauppauge HD PVR and can live with 1080i or 720p capture, this would be your best bet. Cheap chinese video capture solution are often a waste of money. The Hauppauge Colossus software is ok for capture, but I recommend VideoRedo for editing and it comes with the added bonus of automatic advert removal.
