I want to capture some NTSC tapes, but unfortunately it seems all VCRs in this country output NTSC as PAL60. Unfortunately that's the one option my TV tuner board doesn't support as far as capturing goes. dScaler is the only software I've come accross that can put the card in PAL60 mode, but the time shifting feature of it isn't good enough resulting in bad synching and dropped frames.

Does anyone have any suggestions on how to solve this? I'd rather not resort to importing a new VCR from the US if I can help it (expensive shipping, customs fees, plus also need a power converter). I am willing to spend some money on a new capture card if it works, but nothing too expensive. If there's capture software that can override the TV system settings that would work too.
