When we used a CD player, we organized binders according to genre. Each binder stores discs and liner notes. These days, we add CD's chronologically to the binders as they are ripped onto the hard-drive/NAS and JRiver (music server software) takes care of the genre organization. Lots of CD's can be stored in a little space; we do not save the jewel cases. Not as nice to look at as a well-executed storage cabinet (as in the previous post), but low cost and low space requirements. However, if your main mode of playback is a disc player, I think a shelf system will be easier to use if you have the available space.
