I have a JVC progressive scan dvd player and Toshiba 50HDX82 TV. Will I get a better picture if I scale 480p from my dvd player to 540p using HTPC instead of letting the TV do the scaling? If so what video card do I need? What kind of PC will I need?

Video card is not the issue, it is the input card. Since you want to scale the output of your 480P (component or vga - not sure which) to 540P, currently there is no way of doing this with a PC. The closest you can come is the Holo3DGraph which has 480i inputs but runs $850 just for the card.

The H3D card made a world of difference with my 57HX81 since I could bypasss the TVs 540 P upconversion.
